Is Win7 transferable?

I have a 1TB in my current computer, and it has win7 on it. Would I be able to transfer to HDD to a new computer I'm thinking of building, and would win7 work on it? Would there be any licensing issues?

If it's an OEM copy then the license is tied to the motherboard and cannot be transferred. If it's retail then it can be transferred to another (but only one machine at any one time).

So I can't just take my HDD out and put it into a new computer and have win7 work? Is there any way to re-use the copy legitimately, other than putting my old (crappy) motherboard in the new pc?
