Is Windows 10 the cause of my FPS Issues?

The game is CS:GO. I have been playing on 200 fps for a while, when I dm in 16 man servers it goes to 90-120 so still really playable but now I can't get higher than 80 frames and its more a constant 40fps...

For some reason when I am playing CS I have drastic fps drops from 200 down to 40-60... I have tried the lowest possible res to the highest video settings and there isn't a single change.

I have done the following to fix the issue which has resulted in no change... Scanned for malware... Reinstalled CS... Reinstalled Steam... Uninstalled and reinstalled drivers for all my hardware.

Anything I can do? Or do you think its Windows 10 related?

I play some csgo. I get good frames throughout and what happens when my frames go to 20? I just stop playing and wait for a patch. Valve has some weird issues with optimization with hardware all the time, making some games like csgo barely playable. This happens all the time to people and I just tell them to wait for a new patch release, then their issue was fixed!

Well just wait for a new patch. I doubt it's Windows 10 or hardware issues.

Solution
Sounds like thermal throttling, the graphics settings put more of a load on the GPU, not really on the CPU. Your CPU is probably overheating and slowing itself down to prevent its own destruction. Definitely not windows 10. List your specs and if you've OCed anything. Check your cooling, clean your case out, check for dust ETC.
