Is Windows 7 similar in performance to Windows 8.1?

I will be gaming most of the time with my new build. Is windows 7 as 'fast' as windows 8.1? Will it have any effect on performance in games? Thanks for any help!

Games generally run slightly better on 8.1, but not by much. Some games have more gains vs. others. 8.1 is still the superior OS and is better in basically every way. Get it for sure.
