The OS shell is responsible for that and creating the app window frame so it happens pretty much immediately, but the bloated software itself takes time to load so there is a noticeable delay afterwards, even with a SSD. I never use One Drive. In fact, I uninstalled it. The doc I was working with was on my PC's desktop. Others are either on my PC or my personal cloud (NAS).are your documents on your PC or on Onedrive?

Problem is, even though the classic win32 notepad program is still included in Windows 11, Microsoft have gone through some trouble to redirect any attempts to run it to the modern notepad store app. There are workarounds which allow you to launch old notepad.exe, but unlike the calculator you are going to have text files everywhere and double-clicking on those can still bring up the app instead, because Microsoft keeps reverting the file association for text files back to it.
Apps are the future, since it's just an irresistible opportunity to place contextual ads into the brave new AI powered Windows 12, as in "Looks like you are trying to do your taxes/write a letter, here is a discount for TurboTax or MS Word!" after the ever watchful AI looking over your shoulder infers what you are doing. Windows 11 23H2 (which you can preview now but isn't in general release yet) already added Bing Chat AI Copilot for search, and OpenAI cocreator to generate images for you in the Paint 3D app.
