I will second the recommendation to stay away from Turing cards. They run like garbage with RTX on. And very few games support RTX. Stick with a 1070ti, 1080 or 1080ti. On the AMD side, Vega 56 if you can find it around $400 and Vega 64 around $500.
Vega gets a bad rep, and performs MUCH better if undervolt overclocked. Same was true of R9 Fury.
I owned a MSI 1080 Duke that did 2012 core out of the box and was VERY quiet. That was a really good card. Solid PCB and VRM.
I currently own a Sapphire RX Vega 64 I got on sale for around $500. Also rock solid. Fans a little louder than the Duke, but it's also slightly faster now that I've tuned it properly. And only uses about 10w more power now.
I would not pay the Turing premium until AFTER ray tracing is mainstream. It's a total waste right now and likely will be for another 1-2 years.
