The RX295x2 is just two RX280s connected through a PLX PCIe switch. For this thing to work, each endpoint needs to at least have a different GUID for drivers to be able to track which GPU is which during enumeration when multiples of the same device ID exist.I don't imagine Windows is going to treat two GPUs with a single device ID as two devices.
