I don't imagine Windows is going to treat two GPUs with a single device ID as two devices.

The RX295x2 is just two RX280s connected through a PLX PCIe switch. For this thing to work, each endpoint needs to at least have a different GUID for drivers to be able to track which GPU is which during enumeration when multiples of the same device ID exist.
