Isochron Scepter & Glacial Ray

Greetings, All--

I have an Isochron Scepter in play, imprinted with Glacial Ray. I
also have a Glacial Ray (or some other spell with splice ability) in
my hand. Can I activate the Isochron Scepter, and splice the Glacial
Ray in my hand onto it? My gut is saying "yes", but it has been wrong
before.

Yes, you may. The Scepter, on resolution, lets you make a copy of a Glacial Ray
and play the copy-spell. Once it's on the stack it's a perfectly good spell,
and as part of announcing it you do all the normal things EXCEPT pay its
actual mana cost. You still have to pay any additional costs, choose a target,
etc. ... and as part of that you can Splice a card (or cards) from your hand
onto it, which gives it the aforementioned additional cost(s) to pay.

So yes, you can do it, but you will need to first pay the 2 for using the
Scepter's ability, then later pay the 1R for the additional cost the Spliced-on
Ray adds to the Ray copy. Splicing the Ray on isn't "free" in any fashion...
