Is it safe to use 50% Isopropyl alcohol for CPU if the other active ingredient is water, or any other electronics for that matter

I would consider water to be an inactive ingredient.

But yes it should be fine. Water is actually not very electrically conductive unless it has salts (minerals) dissolved in it. Isopropyl alcohol contains distilled water which is not a very good conductor. However, as with all things when working with computer parts, be careful.

I wouldn't prefer it, its 50% water. Take a lot of care when using it dab on towel don't pour, don't let it get on the PCB or any other sensitive components if you do make sure it is FULLY dry before you power on the pc or you could short something, 50% iso alcohol will take much longer to evaporate than 70% or 90% iso alcohol so as long as you make sure everything is nice and dry before you power on it should be fine.
