issue cloud computing for gaming

there is such a thing as "cloud computing" to combat gaming performance issue such as low fps, low resolution etc... buut, why and why developers won't implemented it, so we can run insane graphics quality of the game at 4K/60fps without problem, smart A.I. and destructable envinronment (especially on single-player/campaign mode, because it more demanding than multiplayer mode)... developers dont need to spend a ton years for optimization...
 


but how much are you willing to pay for that?
 


xbox one as an example (as far as i know)... they need at least 20 units xbox one (so the cost is $400 x 20 = $8000) to build 1 cloud server... it is much cheaper than make a AAA-game itself that need millions dollar to develop... so, i think it is just a small problem...
 


max $60... assume there are 5 million people will buy it, so the income is 5 million x $60 = $300 million... then, how abaout COD black ops, GTA etc that has sold more than 20 million units... surely, it is big deal...
