First of all I'll tell you my build

It's an Acer Aspire M1641 with a Intel Pentium Dual Core E5200 @ 2,5 GHz, 3GB of DDR2 RAM 800 MHz and a modified graphic card, the Gigabyte Radeon R7 260X 2GB OC DDR5. Now I get around 30-60 fps on every map I play and I'm almost certain the problem relies on the CPU and RAM. Being unable to upgrade those parts, do you think a fps config would help me improve my fps somehow? I only ask because I always thought the fps configs were most effective on "bad graphic card issues" not other components so yeah... I hope someone can answer me and thanks in advance!

Solution
I think if you're going to be using the 260X for a while, you'll want a Skylake i3 and a cheap board.
That will require DDR4 RAM however. Thankfully with your current rig you only need 8GB as is.
Here is an idea of what you should get:

IF you turn averything to very low and you do not get a significant FPS boost, yuu are, indeed, limited by your CPU nad, outside of getting a better platform, theres not much you can do. ANd yes, this is teh case with your rig, as the 260x should be able to handle CS: GO alot better.,

I already run everything on low... So yeah, thanks for the help anyway!

Turn down anti-aliasing, ensure multi-core rendering is enabled, cap your FPS at 60.
CS:GO is somewhat CPU intensive, so that''s probably why your frame rate is suffering.
Close all applications running in the background such as chrome and outlook, and set CS:GO to high priority in Task Manager>Details>csgo.exe. Right click it, go to set priority and choose very high.
This should make somewhat of a difference, but its the most that you can do to be honest.

Enter these into console to turn off some cosmetic details:
r_eyegloss "0"

r_eyemove "0"

r_eyeshift_x "0"

r_eyeshift_y "0" .

r_eyeshift_z "0"

r_drawtracers_firstperson "0"

Well, liek i said: time for a platform upgrade.
