Question Issue powering new CPU

I'm putting together a new build and having some strange issues getting it to post. When I plug in the ATX power cable only then turn on the computer I can see the mobo gets power and turns on with the CPU diagnostic light on (obviously, since the CPU has no power), but when I plug in the CPU and try to turn on, I get nothing. Mobo doesn't turn on, no fans run, etc. Am I using the right power cable? It's a semi-modular PSU so I'm using the built in 4+4 pin and plugging into the 8 pin port on the mobo, I don't have another CPU cable or a place to plug one in on the PSU.

PSU: Seasonic FOCUS 750W semi-modular
CPU: Intel I9-9900K
Motherboard: MSI MPG Z390 gaming pro
RAM: G.SKILL 32GB 2X16 D4 3600 Ripjaws

I don't have anything else plugged in while I try to diagnose the issue.

Any thoughts or ideas would be greatly appreciated.

are you sure you have the 2x4 cpu pin securely plugged into that PWR1 socket highlighted in yellow ?

I have plugged it in several times trying to debug the issue, and am pretty sure it's been completely plugged in. Would the cable being partially plugged in cause the machine to not start up even though it was turning on with just the ATX plugged in?
 
I saw doing more research that this can happen when a screw is shorting out a connection on the motherboard. When I took out the motherboard to examine the pins I first tried to boot it up outside the case and it worked, there ended up being some missing spacers on the connection between the board and case and once I put those it it posted fine.
