Issue: Random CPU usage and FPS drops while gaming

Hi there,

Whenever I play a game, doesnt matter what game it is, it will run smoothly for 30 seconds and then my fps will drop like hell for the next 30 seconds, then it goes back to normal and the cycle repeats.

I have noticed that during the FPS drop my CPU usage goes down from about 50% to 20-25%.
This happens on any game, no matter how intensive it gets, the fps drops even when I don't do anything in game.

I've tried to search for some answers but people usually point it to the temperatures, which are not the issue in my case I don't think.

My specs:
CPU: AMD FX-8150 @ 3.6Ghz
GPU: AMD R9 Nano
RAM: Corsair Low Profile 16GB
Mobo: ASRock 970 Extreme 4
PSU: XFX XTR 650 Fully Modular

Running on Windows 10

Temps:
CPU: Usually around 40-50C (while gaming) 15-18C idle
GPU: Usually around 70-80C (while gaming) 30-40C idle

As a side note, the games run smoothly at 50-60 FPS and then drop to 10-25 and I get HUGE input lag

If anyone could shed some light on this, i'd greatly appreciate it. This issue is getting quite annoying.


Edit: Just did a stability test. After 10 minutes the temperatures are fine but the clock speeds keep jumping up and down from 3600 to 1400. any solution?
