An upgrade from a 5600 to a 5900 should be pretty simple.
You might have a bad CPU (rare, but it does happen) or memory timings might need to be different with the 5900x

I'd try loading optimized defaults with the 5600 and then trying with the again with the 5900.
This will reset memory to JEDEC, so you'll need to adjust afterwards.

If that doesn't work, try clearing CMOS with the 5900 installed (MB jumper - see manual)

with the 5900x it ask me if I wanted to reset ftpm I press yes and bam pc restarted and won’t show up anymore the Light on the mobo goes to dram;cpu;vga and instead to go to boot it keeps restarting to dram and does the same loop again n again

I'm afraid I don't know much about upgrading with Win 11 and fTPM, assuming that is the issue.
Restoring BIOS defaults is generally a good way to get you past issues with a new CPU (memory, OC...) and that seems to have worked.

I don't think ftpm causes any CPU upgrade issues unless bitlocker drive encryption is in use, but I might be wrong.
