Question Issue with blurry display on ALL monitors (NEW PC)

Hey All,
I just recently bought a Pre-Built PC and everything works fine, but the monitor display is a little fuzzy and pixelated.
i've tried absolutely everything I know:

Issue occurs on HDMI and DP and on multiple monitors. This occurs on the BIOS and OS. Monitor settings, using the buttons on the monitor, are clear which is expected as this issue occurs on multiple monitors.
  1. ensured resolution settings in windows and nvidia control panel are all set correctly and to native 1920x1080 (144hz) -
  2. Scaling is 100%, changing it doesnt help
  3. Drivers are all up to date, every single one. (tried re-installing nvidia drivers)
  4. Updated BIOS
  5. Any scaling options the Nvidia control panel do not work (no scaling, full, aspect ratio, integer scaling)
  6. Yes the DP is plugged into the GPU :p
  7. Cleartype doesnt do anything
I've tried so many things im forgetting what i tried but any assistance is appreciated. Specs and data from DXDIAG are below

Boot into Safe Mode - Is the blurriness still present?

Try your monitor on another known working computer.

Try another known working (not blurry) monitor on your computer.

Determine if the blurriness follows the monitor or stays with your computer.

Although your monitor is supposed to be 144Hz compatible, it is interesting that it shows "Native Mode: 1920 x 1080(p) (60.000Hz)"
You are also trying to run 32bit color.

Have you tried 60Hz ?
What about 24bit color ?

Thanks for the reply, blurriness only occurs on this PC - does not follow the monitor. I have tried another working not blurry monitor and it has the same issue on this PC. Here is the link to the parts on this PC https://www.ple.com.au/Products/648171/PLE-Aurora-Prebuilt-Gaming-PC
it is only 2 days old.

Ill try boot in to safe mode and see what happens. The BIOS itself is also blurry/pixelated.

Although your monitor is supposed to be 144Hz compatible, it is interesting that it shows "Native Mode: 1920 x 1080(p) (60.000Hz)"
You are also trying to run 32bit color.

Have you tried 60Hz ?
What about 24bit color ?
I will try to run it at 24bit color and see what difference it makes. but i have tried lower hz settings and makes no difference.
