Issue with CPU cooler

I built my PC couple days ago.
Spec:
CPU: Intel Core i5 7600k
Cooler: be quiet! Dark Rock Pro 3
MoBo: MSI Z270 tomahawk
Ram: 2x4Gb Crucial lpx 3000mhz
PSU: be quiet! Pure Power 600W CM
Case: Corsair Crystal Series 570X
Ssd: GOODRAM IRIDIUM 480GB
GPU: MSI GTX 1060 6GB Gaming X
Thermal grease: Thermal Grizzly Kryonaut

I just wanna test my temps becouse it’s new PC and im gonna to OC cpu but i found out let’s say „issue”. When i turned on OCCT stress test cpu was 100% load and cpu fan was running on lowest speed with temps ~62 degrees celsius but when i turn on any game, let’s take Path Of Exiles, CPU load ~40%, temps ~45 degrees celsius and cpu cooler is running on increased speed. My question is why? Why in game cpu cooler run with increase speed when cpu Load is 40% but in stress test when load is 100% it’s running on lowest speed. Maybe you guys have any idea.

And tell me if you can, i heard that kaby lakes are hoot. I have that temps:

i90El



Idle: ~27 degrees celsius
Mid load: ~45-50 degrees celsius
100% load: ~ 62 degrees celsius

Is that good or not?
