Issue with fans running at 100% as soon as computer is turned on...

This is a long story but I'll to keep it as short as possible. I've had two msi 980ti golden editions for a little while. I decided I wanted to build a custom water loop. I ended up buying two more regular msi 980ti gaming cards that had ek water blocks installed. My plan was to remove the water blocks, reinstall the stock air coolers and then sell them. Then install the water blocks on my existing golden edition cards since they have very similar ASIC and both boost to 1500mhz at stock voltage. Well I installed the air cooler on one of the cards and realized immediately that the fans are spinning at 100% as soon as I turn the PC on. In windows, afterburner and gpuz show the fans aren't spinning at all. If I try to change the fan profile nothing changes. They keep spinning at 100%. I then tried the other aircooler fans connected to the same cards and the fans continue to spin at 100%. So the issue isn't the fans. I then thought maybe it was a corrupt bios. So I flashed the bios to the newest version but that didn't help. I then flashed it back to the original bios and still the same result.

At this point MSI wants me to RMA it. I believe that is the only solution because something appears to be defective.

Is there anything else I can try before I return it? I believe I've tried everything but maybe I missed something???

BTW, temps are not the issue. The card idles around 25c and hit a high of 55c while benchmarking. With the fans running at 100% the card is running very cool.
