Question Issue with installing windows on a new computer

Specs -
Mobo - MSI MPG x570 Gaming Plus
CPU - Ryzen 5 3600 (w/ stock cooler)
RAM - Corsair Vengeance LPX 16 GB (2 x 8 GB) DDR4-3200 Memory
Storage - Samsung 970 EVO
GPU - Old MSI 1060 6GB
Case - h500
GPU - Seasonic Plus Gold 650W

After building the pc, I got into bios, enabled XMP, and then attempted to install windows. It copied all files, and then my computer immediately got a BSOD, with the code SYSTEM_SERVICE_EXCEPTION. Every time I now try to turn on the system, I get no display, and the red EZ Debug CPU light is on.

Following this, I made a post on this forum, and got a response telling me to remove the CMOS battery. This allowed the system to post again, but once getting to the windows installation, it crashed again, this time with the code KERNEL_AUTO_BOOST_INVALID_LOCK_RELEASE

I have tried booted with only one stick of ram, all fans work and no debug lights are on.

Should I reseat the CPU and cooler and see if it makes a difference?
Should I flash a newer BIOS version (there is one available)
