As I mentioned above I believe it started after I installed my new mobo and cpu. I've tried doing the "reset network" fix that windows suggests but it's still happening. I've included a screenshot of the results of the networking trouble shooter which does resolve the issue for me by giving me internet again but it does not appear to permanently fix my problem.

Did you do a clean OS install when you swapped motherboards?

Uh not exactly? I think it asked me for my windows key because of the new hardware and then after I entered it I don't think... I had to download windows again... But I'm not 100% about that.
If you didn't do a clean OS install, then Windows still has references to your old hardware in the registry and libraries. You msy chase ghosts until you start fresh. And "fresh" does not mean reset and save files. It means wipe your C: drive and do a clean install.
