Question Issue with new motherboard

CPU: i5-9700k
Motherboard: Aorus H370 Gaming 3 WiFi
Memory: TridentZ RGB ddr4 (16Gb 8x2)
Powersupply: Corsair 750W bronze cer
Case: NZXT h500
GPU: MSI GTX 1060 (6 GB)

ISSUE

Pc turns on for a second then will go off and turn on over and over. I’ve tried waiting for a few mins, clearing CMos, checking proper standoffs/location, One stick of ram, different pcie slot, different power supply, There is no post beep when this happens, another thing is that I noticed is the motherboard lights don’t come on themselt except for like right when I plug my power supply back in for a second. (which I thought was odd) Reseating CPU, checked front panel connections. I’m not sure if there is a issue in software or bad motherboard or processor or what. I cannot boot into bios neither. Any suggestions are appreciated!

That's a 370 board with a Gen 9. CPU.
You will need a bios update, and for a bios update you will need a Gen 8. CPU. 😕

It is, but only with an update of your Bios. And that's why you will need a Gen 8. Intel, to get into Bios for updating it.
