Question Issue with PC, not sure exactly what it is

Recently got an rx6800xt. Was loading up a game this morning and then the pc just wasn't starting, ez debug tool on motherboard was saying VGA. It's starting now but a couple seconds after showing windows or me logging in, the fans ramp up and then I get no signal, pc still keeps running. Had an rtx 2070 super, that runs fine when in.

Motherboard bios version: E7C91AMS.950

Have a 650w PSU
650W is the advertised wattage of the unit. What is the make and model of the unit and it's age?

CPU is R5 3600
A PC is comprised of more than the GPU, CPU and PSU. When posting a thread of troubleshooting nature, it's customary to include your full system's specs. Please list the specs to your build like so:

CPU cooler:
Motherboard:
Ram:
SSD/HDD:
GPU:
PSU:
Chassis:
OS:
Monitor:
include the age of the PSU apart from it's make and model. BIOS version for your motherboard at this moment of time.

You state getting an RX6800XT, what GPU did you have prior to the RX6800XT? Did you run DDU to remove all GPU drivers(Intel, Nvidia and AMD) in Safe Mode to manually reinstall the latest GPU driver sourced from AMD's support site in an elevated command?
