Question Issue with PCI-e expansion card

So i want to shove in this 3.0 expansion card onto my motherboard which doesnt have any controller to usb 3.0, and im stuck on the BIOS screen. (unable to access the bios setting or the os) if unplugged, everything goes back to normal. Does anyone know the cause to this problem and the solution to it? i will get onto the motherboard detail later. I haven't done any troubleshooting yet because i dont know how to do so. My suspect is either the motherboard or the PSU (400w).
