Question Issue with RX 5700 XT - Dots appearing on screen

I recently bought a brand new Powercolor Radeon RX 5700 XT, as well as a complete kit of other components, to my new computer. Unfortunately, I have been having issues with dots appearing all over the screen, both in games as well as when regular images are rendered. As an example of it appearing in images, it is especially noticable after the blurring effect of the background image in the login screen to Windows 10.

Note that it appears in screenshots, both Windows screenshots and ingame screenshots, for example taken from World of Warcraft, so it is probably not a problem with the monitor.

Do you know what could be causing this, or how I can start troubleshooting the problem to find it out? Is it likely to be an issue with the GPU, or could it also be some other component?

Spec:

CPU: AMD Ryzen 7 3700X
Motherboard: ASUS ROG STRIX X570-F GAMING
GPU: Powercolor RX 5700 XT 8GB
PSU: Seasonic FOCUS GX 650W
RAM: 2x Corsair Vengeance LPX 8GB
Drives: Samsung SSD 840 EVO 120 GB and a 1TB HDD (can't remember brand)

All components are brand new, except for the two drives which are from my old computer
