Question Issue with source games, especially TF2

aight so im having this issue where im in a call with friends while playing tf2, first few minutes i start hearing buzzing randomly(the buzzing you could hear when you put a n64 cartridge in a bad way and start hearing the audio buzzing you know), after 20 or 10 minutes of gameplay both monitors turn off and everything freezes then they turn on and the game is frame frozen and all programs on my pc are black but they return to normal to the parts i hover my mouse on, any fix?

Bad drive, corrupted os or virus. Could be drivers or applications installed too but it sounds quite bad so i would attempt a complete reinstall of Windows then reassess.

might be the os because i did the trick of installing windows 11 without tmp requirement and imcompatible hardware using rufus

Dell Optiplex 990 MT
16GB Ram DDR3 1033Mhz
Core i5 2400
GT 1030 2GB GDDR5
