Issue with system memory and application crashes

Alight, I'll start out with a little background blurb. I was previously having an issue with DotA crashing my computer and couldn't figure out why, turns out that clocking my memory down to 1333mhz fixed that issue, but recently I've been having a different one relating to memory (great, I know).

Every time that I launch a game while running chrome or another application like Android Studio in the background I get this error message (see spoiler) which ends up resulting in either my game crashing or another application crashing because windows decided I was using too much ram. Turns out that my ram usage isn't even that high... I know people who hit 7.9GB before shit hits the fan.

Any ideas on what the issue might be here? Maybe turn off superfetch and/or caching???
 
I think it could be tied to the 32bit program, instead of 64. I'd recommend installing the 64bit programs if you can, and if you can't because of the processor, then I'm guessing there may not be much to do :/

EDIT: Duh, you're already using over the 4gb limit for a 32 bit cpu. Seriously though, try upgrading the programs to 64 bit and see if that helps.
 


Ok, I just uninstalled 32-bit chrome and installed 64-bit chrome. I'll let you know if the issue occurs again. Hopefully this fixed it.
 
If anyone was wondering, it turned out that windows automatically does this at 70%-80% usage (seemingly random).

The actual crashing of my computer was fixed by putting the speed to 1600 ("stock") and pumping more voltage into the ram controller.
