Issues controlling fan speed

My computer has quite loud fans.. I've been trying to use Speedfan but I seem to only be able to control my GPU fan and nothing else.. I also cannot access my BIOS for some reason. I've tried everything and still cannot access it. (I have Windows 8.1). I'm a little frustrated.. -_- Any ideas?

Its a tower case and I want to control my intake and exhaust

the thing you could do is buying a fan controller so you could ajust the fan speed .
