I just got a H170A PC MATE from MSI, a Core i5 6500, and 16gb Corsair Vengance LPX DDR4 Ram. After replacing all my old parts with these new ones I tried to start up my system and it said windows has failed start. It gave me the option of using Startup repair and to start windows normally. Upon selecting start windows normally a blue screen with text flashed for a second and then the system restarts. I have no clue what to do as this is my first time I've done something like replacing parts on my own.

Solution
You go to the BIOS and set the dvd drive to be the first boot device . Save and exit
Put the Windows DVD in the drive
Stop the computer using the power button . Turn it on again .

When it tries to restart it will load from the DVD and then you follow the instructions . There will be warnings you are nuking the old install .
Once windows has installed take the DVD out and reboot .
Install the drivers from the disk that came with the mb . Then install the graphics card drivers

Turn off and change the boot order back to C drive first when you reboot

So how would I install windows 'fresh'.

With windows 7 you would have to reinstall windows from scratch on the new motherboard . Deopending on the type of license you might also have to pay an activation fee to MS for essentially a new OS .

Right now it will not start because windows cannot irun drivers for the hardware .

Two solutions exist . Back up all your data [ because you will lose it otherwise] and reinstall windows .
or
Re-assemble the olf hardware , boot , update to win 10 and then connect to the new hardware . This MIGHT work . Usually it works as windows will work out what it needs and download it while you wait . Again make a back up of all the data you can not afford to lose

So I mainly use my computer for gaming and such so I don't have anything that I couldn't just reinstall. To reinstall windows what would I need to do?
