Issues when logging in PC and checking event log

PC specs are:
Motherboard: Acer Veriton M680G
Processor: Intel Core i7 870 2.93GHz
RAM: 16GB Patriot DDR3
GPU: Zotac GeForce GTX 950 2GB
PSU: FSP Group 450W

Good day, not the brightest when it comes to these things. Recently had my PC give me an issue when logging in stating:
Windows could not connect to the System Event Notification Service service. This problem prevents standard users from logging on to the system. As an administrative user, you can review the System Event Log for details about why the service didn't respond.

When this message box pops up it takes the computer a good while to load to the point where it does not freeze and I can open programs (I would say approx. 5 minutes.) I proceed to open Event Viewer and that program states this:
Event Log service is unavailable. Verify that the service is running.

I can confirm that I have not changed any settings before this issue started happening, it just started out of the blue when I had restarted my PC two nights ago (new years eve, how funny.) Also noticed FPS rates during games have been dropping significantly (from 140fps to 40fps-70fps every few seconds.)

Here are some pictures of my CPU usage when somewhat idle (running Google Chrome with no pages loaded.) Can someone explain the reason on the major spikes in CPU Usage and Physical memory?

A quick fix.

Once windows has loaded.
Click on start.

And in the search bar type : Msconfig.
Press enter, or select the search result by left clicking on it to launch it.

In the new window box that opens, select the services tab.
Untick one check box.

Then click on the enable all tab. clicking apply after it then ok.

Now restart windows

See if the problem is resolved when loading windows os to desktop mode and the error message goes away for you.


 


Unfortunately this did not solve the problem. If anything it actually made it worse and CPU takes much much longer to boot up. Would also like to add Windows Aero is not available as well. My first thought was a possible virus but have scanned with multiple programs and nothing found.

Any other suggestions?
 
I would also like to note the issue goes away when I log off and log back in (which takes 15-20 mins.) Although on a fresh boot-up is when the issue occurs.
