[SOLVED] Issues with 3930k holding constant clocks under load ?

Hello, Been gone for awhile and this is not at all my area of expertise as I do not use intel very often.

I know how to make Ryzen stay at a constant clock 24/7 and never downclock don't know how to do it on Intel x79

Just need an idea of what I am doing wrong and why my clocks are dropping from 4.4ghz down to around 4.0,3.9,3.8,3.7 when gaming at 50% or so load.

Temps never go above 65c liquid cooled in any games.

I have done tons of google searches and read guides I don't know what I am missing here. When I run a test like OCCT it stays at 4.4ghz up to 85c

Speed step, turbo, and probably other settings too will reduce clocks when the CPU doesn't have much to do to conserve power.
Having locked in clocks will not improve your performance in games but will just use more power.

What do you mean when it falls from 4.4 down I loose fps around 10-20 fps to be exact. I would like a simple answer how do I force it to stay at 4.4 24/7. What needs to be disabled?
