Question Issues with 4080 performance

I recently put together a new system and have had some weird issues I'm unfamiliar with.

System boots fine and runs on desktop, but I have poor performance when loading games or trying to benchmark.

System:
I5 13600KF
RTX 4080/RX 6950XT
32GB RAM
ASUS Z690-I MB
850W PSU

I'm getting roughly 2k score on 3D Mark when card should get 28K and constant crashing in Diablo 4. CPU scores are normal. I've tried another graphics card, updated all drivers, no overclocks, default MB settings, and even swapped out the PSU because Nvidia shows a power draw of 23 watts and 0% GPU utilization. New PSU even has the dedicated 450W cable.

I have no idea what else could be the issue.

850W is the advertised wattage of the PSU. What is the make and model of the unit?

What OS are you working with?

RTX 4080/RX 6950XT
How are you working with two different GPU's? Also, Did you use DDU to remove your GPU drivers prior to swapping out to the other GPU and manually installing the latest driver in an elevated command? might also want to pass on links to the 2 GPU's you're working with. Some aftermarket cards need more juice to run.

I listed both cards I had tried. 6950 didn't even display and output signal to my monitor. The 4080 is the main card I will be using.
And it's just a stock Nvidia 4080 the silver one with 2 fans on opposite sides of the card.
I did not use any software to remove the other drivers. And I also want to add I tried the normal drivers as well as the Game Ready and Studio drivers from Nvidia.

No one really helped, but if someone later on comes across this post, I fixed it by forcing my motherboard to use PCIe Gen 3 instead of auto detecting to match my riser cable. Went from 10fps to 170fps in Time Spy.
