Issues with a Nvidia Geforce GTX 960 4GB Card

I recently purchased a pc with the following specs thinking it would be a good buy:

Intel Core i5-6600K 3.50 GHz
Corsair Vengeance 16GB (2x8GB) DDR4 2400
1 TB SATA III 7200 RPM
NVIDIA GeForce GTX 960 4 GB
Corsair CX430 430W 80+
In-Win G7 Black Gaming Case
Windows 10 Home 64-Bit

As well as, a SAMSUNG S24D300H Black 24" 2ms HDMI.

I recently setup the system connecting it to the monitor via HDMI and quickly realized that something was very wrong. I found a video that someone else had posted, sometime last year, showing exactly what I was seeing on my screen... https://www.youtube.com/watch?v=5Rsuj-2G5PA . I was hoping it was nothing more then a driver error but that didn't seem to fix the problem. I suppose it could be a hardware problem but I seriously hope not. I don't want to have to RMA the computer if I don't have to. Another issue that I noticed when I was trying to fix the other problem, was that I wasn't using the full capability of the GPU, resolution was limited to 640x480 and I could not change it (all settings were grayed out).

Has anyone else experienced this and if so, How did you resolve the issue? Any and all help would be appreciated!

It looks like a hardware problem, but sometimes it's just a bad cable. Try using another hdmi cable or anything that you have spare. I got my info from this thread (http://www.tomshardware.com/answers/id-2922524/display-problem-gtx-970-flickering-boxes-pic-inserted.html) so check that out for additional info. As far as resolution goes, that sounds driver related.

I have used several Cables of varying "quality" and all to no avail. Problem still persists. But thanks for the reply!

Based on the video I found on youtube, I am not the only one to experience this problem. Can someone please help me with the issues at hand?

Thats a faulty graphics card if you are getting whats in that video. Get the card replaced.

1. What did you do driver wise? Un-install, reinstall, etc. Also which drivers are you using?

2. Have you tried hooking it to a different screen?

3. Try removing the GPU and hook the monitor to the motherboard.

4. Check that everything is seated correctly, GPU, memory, etc.

5. Contact the company you bought it from and enquire as to whether you can RMA just the GPU.

I followed the instruction on this site regarding a clean install of the drivers. Which was running DDU and installing the drivers provided by the Nvidia website for my GPU. That didn't fix the issue!

I tried hooking it up to an older monitor through the DVI port...same issue! Then to a 4k TV through the HDMI port...still, same issue!

3. Try removing the GPU and hook the monitor to the motherboard.

In doing this step my monitor wouldn't even recognize that the PC was hooked up. I can only assume that I need to make some changes to the BIOS but didn't really look into that too much.

I did this step with great apprehension because I didn't want to mess anything up but everything was seated correctly.

5. Contact the company you bought it from and inquire as to whether you can RMA just the GPU.

I messaged them and am waiting for a response! But from reading all the return policy literature it sounds like they want everything back that come in the package. But who knows we'll see.

I really am just at a loss! I thought it might have been driver related and so far it seems that Windows 10 is a major pain in the arse for the Nvidia GPUs. I think I am going to have to RMA the PC, which sucks because it was my sons birthday present!
