Question Issues with black screens after opening a program

Title says it all. When ever i boot up my pc it runs perfectly fine. I can do things such as update, security scans, modify drivers. But if i open something like a browser instant black screen.

Ive checked everything i can think of i checked my drivers for my video card. I uninstalled and reinstalled them. Along with reseating the video card. Im at a loss also should mention it works perfectly fine in safe mode.

Windows 10 pro
Amd fx 8370 cpu
MSI 990 fx gaming motherboard
Sapphire radeon R9 390x nitro
Evga 650 gold power

Perhaps, its a browser application, that is causing the program to hang, and locking the computer?
Have you tried other browsers? With no add-ins installed etc?

For instance, do IE and Edge work but Chrome doesn't?
