Issues With CPU Possibly

So I turned on my PC today, started up a CS:GO match, and it seemed like it was in slow-motion. It wasn't a setting in the game, because I opened another game and it was the same way. My CPU is idling at ~35-40C. I just updated drivers with Geforce Experience, and I'm going to restart my PC as soon as i post this. I've scanned my PC and there's no malware. Specs:
GPU : Evga Gtx 770
CPU : Intel i5-4670k 3.4 ghz

Only way to get that message is in a 64bit OS. The 64bit Windows kernel can't interpret 16bit code (the 32bit kernel can)

Not sure why Nvidia would include any 16bit applications with their 64bit driver package...so it is a bit suspicious.

Are you running any anti-virus applications at the moment? Seeing some information out there about certain Nvidia programs getting flagged and causing crashes.

Probably want to run this http://www.guru3d.com/files-details/display-driver-uninstaller-download.html to make sure you didn't end up with a corrupt installation.

I would go about and update ALL of your drivers (motherboard, audio, video) , anti-virus programs, and Windows updates, etc. Just to make sure there aren't any weird compatibility issues going on.

A factory reset of the computer might be a slightly faster option, but you will lose all of your files and installations unless you back them up somewhere.
 
According to the picture maybe you did a wrong update to your gpu driver.Try removing the Nvida Experience and to check if your windows is 64 bit go to Computer>Properties>System and you will see if there reads x64 bit operating system
