Issues with custom built computer

When I power on the PC, the cases' fans, the CPU's fans and the videocards fans all turn on, and the videocard lights up next to the PCI-E slot. However, the monitor (Which works, i've tested it, as well as the cord) says "DVI no signal." So, I'm not sure where to start with what is wrong.

Do you have hdmi out on the mainboard??. Have you tried that. It is very common that if put one of the spacers for the motherboard( the one you screw into the pc case and then your motherboard to the spacer) in the wrong place so that it makes a earth connection where it should not. Done that a couple of times my self....seems like i never learn hehe. in my experience the computer turns on and starts the fans, but never post bios when i forget one of those spacers where it should not be.
 
I use PCpartpicker which estimated the wattage and it said it was fine. And I have 650 watt powersupply so it should be more than enough. do you want my full specs? and yes, i linked a PCI-e from my videocard to the powersupply.
 
Honestly the only part i had trouble with building the computer were the cables and it's more than likely that. Any ideas?

Have you made sure that the monitor is set to the correct input? You said the monitor is saying NO VGA Signal are you using a DVI>VGA adapter? And did you plug the adapter into the DVI-I port on the card? Only one of the ports will send analog VGA signal out. I think it is the bottom DVI port the top one on the same row as the DisplayPort and HDMI is Digital only.
 


Yeah, I meant DVI. For whatever reason I keep combining VGA and DVI into VGI >_<.I edited it though.
It's 100% plugged in and in the correct ports.
