Question Issues with downloading speeds

I am having issues downloading games on my gaming pc because of unstable internet speeds. When I first start the download, it puts my speed at around 80 mb/s but then shortly after it plummets to a couple hundred kilobytes per second. I have an ethernet connection and a very nice internet plan through verizon, but this issue makes it very difficult to install games. Also, I have an Xbox set up next to my pc and when I connect the ethernet there, the download speed is something like 300 mb/s and is stable. Is there some setting I need to find in my pc or maybe a bottlenecking issue? Any insight helps!

What does a site like speedtest say. Does the speed stay consistent during the whole test.
What happens if you were to download a very large file like a windows install image from microsoft. You should be able the see the download rate in the resource monitor network tab. Be careful some numbers on that screen are Mbyte and others a mbits.
