Issues with fan control

Motherboard-GA-H85-HD3 V2.1
So my motherboard supports 3 system fan, plus CPU fan. However, SpeedFan cannot control sys fan 3 and that fan is always running with LEDs on whereas the other 2 I have full control over. Speedfan shows 3 fans but I believe one of them is the CPU fan which I can make go faster but not stop. So I have 2 fans that I can control one that I cant and SpeedFan shows the third as the CPU fan I believe. Does anyone know why this happens?

CPU fan should always be controlled by BIOS or you risk serious overheating problems. It should ramp up it's speed according to CPU temperature, if you force it lower CPU would overheat.

I know I can't control it much I can make it go faster or a bit slower never slow Don really slow the issue is that on speed fan I should be able to control the 3 system fan but I can't
