Issues with FPS

I was recently gifted with a PC and I am having issues with fps with most of the game I play. I tried out AC3 and AC: Black Flag and I was getting fps around 29-40 and it always seemed to be jerky, especially when there is some grass getting displayed, my fps starts to drop out. Even though I can run some games at 60+ fps, but the graphics arent up to the mark. How would I know if my GPU is bottle necking my CPU or vice-versa and get the most out of system? Or would it help if I under clock my CPU? :??:

i7-4770-k-3.4GHZ
XFX Radeon R9 280x
Corsair Vengeance 8GB DDR3
240GB Kingston HyperX SSD
Z-97 MSI Gaming Motherboard
 
Both AC 3 and 4 are known as poorly optimized games, and without some fumbling around with settings don't get high fps on even high end systems. Your cpu is not bottlenecking your gpu and no gpu can bottleneck any cpu (a gpu can depend on the cpu to be fully 100% utilized, while a cpu will always go 100% load if needed). Underclocking certainly will not help.

Run some benchmarks and compare them to online results to see if your system runs as it should. If so you can search for some solutions on optimizing the AC games to run them with higher fps.
