Issues with i5-4460 and ASUS Z87M-PLUS

Hi Guys,

Need your advice on the following:
I've bought new i5-4460 CPU for my PC. The setup I currently have is the following:

- Motherboard: ASUS Z87M-PLUS
- CPU: i3-4130
- Memory: 24GB DDR3
- GPU: GeForce GTX 1050 Ti
- Sound: ASUS Xonar DGX
- PSU: Chieftec APS-550C

So I wanted to upgrade CPU and bought i5-4460. I installed and have no post. All fans are working, but nothing on the monitor. I've read a lot on this forum and web regarding similar issues and tried different ways of fixing it. Here is what I did:

1. Checked the version of BIOS and I have the latest available on ASUS site - 1107. According to ASUS starting from version 1003 this CPU is supported by this motherboard. So seems like it is not the BIOS update issue like a lot of people had with this CPU.
2. Tried removing GPU and all memory sticks except for one - no result.
3. I am pretty sure I installed everything correctly as I switched between the old and new CPU about 10 times and old one works just fine. The new one doesn't.
4. Tried resetting CMOS with battery and pins. This didn't help too.
5. Found that people are suggesting to disable C6/C7 state support to make sure PSU is supporting this CPU. I found an item in BIOS: CPU configuration -> CPU Power Management -> CPU C-States -> Disable. But it didn't help too. One thing though that I noticed is the following: in order to set this parameter in BIOS I install old CPU, then set it, then install new one, nothing happens, so I install old one back, POST says that you have new CPU and you need to go to BIOS setup, I go there and this C-States parameter is set to Auto instead of Disable like I left it. Maybe BIOS after CPU change sets parameters to default, so when I put in new CPU, BIOS automatically resets this parameter to Auto instead of Disabled and this doesn't allow CPU to work?

I am out of ideas right now except for the fact that it can be a dead CPU, which I think is a low chance of happening. Maybe you have some ideas how this can be fixed? Thank you!
 
Prior to dropping in your new CPU, did you make sure you were on the latest BIOS update for your motherboard? Try reflashing the BIOS and see if the issue is averted. Inspect the CPU and see if there are any marks on it's underside. Inspect the CPU socket and see if any pins are bent or broken. Your PSU is an expensive paper weight, I'd suggest you try and work with a quality unit that is as close to Tier 1 as possible and see if your results vary when breadboarded.

What was your previous processor if the i5-4460 is an upgrade?

Guys, so nobody has any ideas and I should just return the CPU? I did a bunch of research already and the only reason I wrote to this forum is nothing helped, so I was hoping someone here could advise something. Would really appreciate any thoughts on what else can I try. Thank you!
