I5 4460 was introduced May 11, 2014. This makes it an Intel "Haswell Refresh" CPU. You need to use an earlier Haswell generation CPU and also use the Utility ‘BIOS updater for New 4th Gen Intel Core Processors’ tool.

You would want to use a CPU from 2013 such as the Pentium G3430 that works with earlier BIOS.

To update your UEFI BIOS with the ‘BIOS updater for New 4th Gen Intel Core Processors’ tool you must boot your system with a current 4th generation Intel Core processor installed. When the update is complete, you can replace the current processor with a new 4th generation Intel Core processor.
When posting a thread of troubleshooting nature, it's customary to include your full system's specs. List them like so:
CPU:
Motherboard: Asus H81M-K
Ram:
SSD/HDD:
GPU:
PSU:
Chassis:
OS:

What was your processor prior? Inspect the processor socket for any bent or broken pins.

This board had a G3258 and it still boots with that without any problems and I5 boots with other boards aswell.
