Question Issues with Nvidia Control Panel connecting 4k to LG B2 OLED 65 with RTX 3080Ti HDMI 2.1 ?

I've been looking for a solution to this problem for about 2 years. I've had people come to my house that said they could fix it and they leave stumped. Came here to try again.

My pc is more than capable of running 4k. I have an HDMI 2.1 wire that says its capable of 120hz connections.
(Hdmi cable) I bought a cable of this length since my pc tower is not close to my TV. (I got a massive discount on this wire through a roommate so i didn't pay anywhere near that price)

This is the setting that I'm supposed to turn on my TV to get 4k on my pc.

On the NVIDIA control panel and under the windows display panel i have the same problem. When my tv is set to deep hd (this is the setting that enables gsync) i lose the option to bring my resolution to 4k. The only option it gives me is to set it to 1300×500 or something weird. This problem doesn't go away unless i shut off deep color on my TV. But in doing so i lose gsync capability and my PC won't allow me to go above 4k at 60hz
But the 4k option is under Ultra hd, hd and sd as seen in this menu example.

I see people online do what I'm trying to do with no issues. The only 4k option i get is the ultra hd, hd sd one. Im not sure what I'm seeing is true 4k. When I try seitching any settings in nvidia panel above 60fps or gync while this Deep color Hd ssletting is off it will say changes are saved and then just revert back to the old settings.

I've uninstalled and reinstalled my geforce drivers. I've played around a lot in the settings and I can't figure this out. I realize 60fps isn't bad on my tv, but its really bothering me not knowing why its not working. If anyone had any answers I'd be very appreciative. Thanks in advance.

When posting a thread of troubleshooting nature, it's customary to include your full system's specs. Please list the specs to your build like so:
CPU:
CPU cooler:
Motherboard:
Ram:
SSD/HDD:
GPU:
PSU:
Chassis:
OS:
Monitor:
include the age of the PSU apart from it's make and model. BIOS version for your motherboard at this moment of time.

Swap the cable for another. I'd also try and use DDU to remove all GPU drivers then manually reinstall with the latest GPU drivers sourced from Nvidia's support site, in an elevated command.
 
B2/NVIDIA owner here; I never really had a problem, beyond remembering that on the NVIDIA Control Panel "TV" and "PC" resolutions are separated, so make sure you are using the correct one otherwise some weirdness can result. For testing, use the "TV" resolution for 4k (I'm pretty sure the TV resolutions are at the very bottom of the supported resolutions list).

Failing that: I blame the cable. HDMI certification has always been a bit hit or miss. I'm using using a certified monoprice cable I got off amazon for $5 and haven't had an issue.

Note I'm at work and can't see your screenshots; I'll make a mental note to check those over once I'm off clock.
