Issues with R9 270x crossfire installation

I am having trouble with installing a pair of brand new R9 270x cards in a friend's computer. His power supply is rated at 850W (although 2-3 years old) and the motherboard is a GA-Z77-D3H. At this point I'm able to boot using the integrated graphics into Win7 Pro but cannot get the computer to boot once one of the discrete cards is seated and powered.

Any recommendations? I'm hoping to get at least one of the cards working before I try to set up crossfire. I do have another system I can try the cards on tomorrow if necessary.

Additionally, I have been trying to install the AMD drivers for the discrete cards and keep running into errors with the CCC installer. I downloaded Catalyst Omega and whenever I try to run the installer it gives me a "package failure" error message and will not complete installation. I realize that I can just install the driver without CCC but as I'm trying to crossfire I believe I need the CCC installed. Thank you so much for the help.
 
There aren't any remaining drivers (other than the iGPU's driver) since it was a fresh install of windows. And I'm certain I set the bios to PCI-E. Any other suggestions? The mobo doesn't even boot on power-up with the new cards installed. I think that I can figure the rest of it out if I can at least get the system to boot with one of the new cards installed.
 
The power cables are correctly installed. I can try updating the bios but would the computer not boot due to old bios firmware? It boots fine using the iGPU when the card isn't powered.
