Issues with the 4690k usage.

You can look at your applications tab in task manager to get a generic idea of what's running. Processes will help some since they're more detailed. Do you mean is it normal for it to jump around? Yes, a cpu is basically on or off. Rapidly flipping the switch to on/off is essentially what you're seeing as it processes data. The less it has to process the lower the usage, when something larger needs processed it will spike as needed then drop back down again. Those things happen within fractions of a second so it's pretty normal.

Kind of like mine? As rgd1101 suggested it helps to know what was going on during the screenshot. Obviously something was running (much like my screenshot). Even if you thought it was idling it must have been doing something. Background updates, av scan, something for the cpu to be over 20% usage but nothing so taxing as to have it pegged at 80-100% like rendering, gaming etc.
