Issues with Xbox App

After chatting with Microsoft support, it seems as though we were unable to find a solution to the missing Connect button in order to pair my Xbox with my PC. Both systems are on the same internet and the Xbox has the correct settings for game streaming but the button to start it on the left side panel in the app is simply non-existent. The options skip the Connect section going from Game DVR and directly to Store. Any help?

That is working as intended, as far as I'm aware. As long as it's up, it's on.
