Turns on but can not cold shut down from pwr switch?
Did not hook speaker up.
Should I remove video card and recheck connections and boot up with on board video?

Solution
Ok I unplugged everything including taking video card out and used on board video have one stick of ram still no boot to bios and no signal on screen using TV I am using for my PC I am replacing . I looked up information on this motherboard before I bought it and it said it can support the Ryzen 5 2600 but in manual it is it can fit the gen 1 and 2 . How do I double check that Unless one of you know ?

All b450 boards support it natively. You WILL NOT ever get a signal plugged into the motherboard. Ryzen has no onboard video. Any steps you take without a gpu will never result in having video.

Try same thing but 1 ram in correct slot per motherboard, cpu, and GPU.

Ok so the onboard HDMI is not a functional port ?
This is what is onboard
