other peoples always have more than 10amps on 12v rail ,even my old computer power have 18amps on 12v rail but my new computer power supply have only 2.0 amps.

Take that out of your PC and replace it with something decent ASAP. I'm assuming the 2A is a misprint and it's meant to be something like 22A, but it's got every sign of being a fire hazard.
That label is obviously completely wrong - if you do the sum of output power as they are printed on the label, this PSU barely outputs 200W total and most of it would have to be on the 3.3V rail.
If the manufacturer cannot even get the label remotely right, I dare not imagine what else might be wrong with it.
