I came across this thread on r/buildapcsales today. It was from two days ago, but I had a look.

So the deal is, it seems like Best Buy is trying very, very hard to keep these from scalpers. You can go to the link in the thread and it just say "Out of Stock". You can refresh 5 minutes later or the next day or whatever, and they're back in stock. Obviously trucks aren't pulling into the warehouse constantly, so it seems to be some method of controlling the sales of them. It may help to already have or create a Best Buy account and be logged in. There are numerous posts there of people who tried several times, but were finally able to purchase one.
I, apparently, got a bit lucky and it appeared in stock on my first try and was able to buy a plain, black, PNY OC 5070Ti for $749. It's literally the first time I've seen any 50 series Nvidia card at MSRP since their release. So, if you're interested, good luck!
