Yes it would, but if you still have the same power supply that came with OptiPlex 3010 PC it wont work because you powersuppy is not strong enough, it can only supply max 250w and GTX 970 needs good quality 500w PSU

I would have my doubts there it`s a custom case.
So it may mean that the dimensions of the Atx power supply are non standard.

If I had to be honest if you intend to fit a new Gtx 970 card, you will also need a new power supply.
If the tower style of case, I would be Dubious if all the new parts would fit in the case with adequate cooling,
A flat desktop I would not bother with, serious fitting and space problems again poor cooling.

Better off buying a new case with enough room for the new parts, plus more options and space to add more hardware later.
