Question I've ben getting low fps on almost everygame, even on games that my pc should run on ultra

So, recently my computer is not working properly. I've getting low fps even on old or <Mod Edit> games. For an example, a game called Hot Lava, I could only get 8 fps even with everything on low, although changing the grapichs setting didn't make any diffence.
Also Phasmopobia for example, I got 3 fps, everything on low/minimum. I know my computer is getting kinda old, but my computer surpasses the requirement from both games. I'm just using those two as an example, the problem expands to almost every game that I own

GPU: RADEON RX 590 SERIES - XFX Fatboy 8gb
RAM: 2 DDR4 1333Mhz 8gb
MOBO: BIOSTAR B350GT3 Chipset AMD
PWR: 650 EVGA PLUS WHITE
SSD: 120 gb Kingston
HD: 1 tb, it's old, I don't remember the name
SO: Windows 10

You have really high background CPU usage, restart your computer and let it sit idle for 5 minutes and then rerun the benchmark. Also your boot drive is almost completely full, you should try to make some space. Lastly, could you provide more information on your memory?
