I've built a PC there a year ago and I bought the sapphire radeon r9 270x 4gb but it is only saying it is running at 3.5 GHZ . and I was told it is ment to be at 5.6 GHZ
I think are confused because its only ever suposed to go 1.2Ghz maximum. If you talking about a CPU, 5.6GHz would a massive overclock for any cpu and you must of spent hundreds of dollars on cooling.

Maby I am confused but my graphics card is struggling to run just cause 3 when other with same CPU and graphics card are getting a solid 80-90 FPS on ulrta and I'm on medium and high nearly hitting 30 and dropping to 10-15 FPS any advice or could it just be a out dated driver

3.5GHz sounds like a CPU clock speed, not the GPU.
5.6GHz is probably the effective video card memory speed. The GPU core isn't that high, but DDR5 on a GPU has a high multiplier and runs very fast.
