[SOLVED] I've never overclocked and OC Genie didn't work. Where do I start?

I've never overclocked but I want to try it out. I just tried the OC Genie in my BIOS, but my fans all started spinning insanely fast and I got BSOD before even launching a game. I'm not sure where to start with overclocking though and any help would be appreciated! Also, my system says my cpu is at 3.6GHz but HWMonitor says it's at 4600MHz so I'm not sure if that's supposed to be a thing.

PC Specs
CPU: I7-9700k @3.6GHz
GPU: XFX RX 480 8GB
Mobo: MSI Z370a-pro
RAM: 32GB Adata (not sure which exactly)
Cooling: Hyper 212 air cooler

No offense but I wouldn’t try AT all with that weak VRM board. That thing is at best a 6 phase and I’d recommend you get a solid 12 phase board to overclock a 9700k. I personally wouldn’t put a 9700k on that board, not an 8700k or a 8600k, but that’s just me.
