i've decided not to buy from cyberpowerpc my goal if possible is tpoo be able to play games like burnout at 1920x1200 res and be able to do it fore 1200$ including this monitor from newegg. i have been looking at both tigerdirect and newegg and realized that tigerdirect does not charge tax so it is cheaper.
i do plan on overclocking and if its cheaper to buy the majority of the computer parts through tigerdirect and the videocard/monitor through newegg I wouldn't be opposed to that.

by the way the monitor is SAMSUNG ToC T240HD Rose-Black 24" 5ms HDMI Widescreen HDTV Monitor 330$

i do not need a os/keyboard or mouse as i will run windows 7

That monitor you are considering is a great monitor. However on your budget I think you should be looking at a cheaper one, otherwise you may not be able to afford a GPU that will allow you to play your games on it.
 
If you want to upgrade the GPU, I'd get the 4890 so you still have the option of adding another GPU in crossfire later. The GTX 275 is slightly faster than the 4870 1GB (not "MUCH" better). The GTX 275 and 4890 go back and forth in the benchmarks.

Why not go 4770 in CF - best cheap gpu solution for 1920 x 1200 resolution in my book. $200-220 and it beats the 4890 where it counts (at playable resolutions). Its cheaper and uses actually less power at load. Only downside is lack of upgradability - but in a years time or so you would likely better spend another $250 on a new DX11 generation ATI card than buying a second 4890. Thats my opinion having seen the difference between the 3870 and the 4870, not to mention the difference between the 2900 and the 3870.

Otherwise I think shortstuff's build is brilliant - definitely the best choice for your budget.
